and economic inequalities and differences lead to unbalanced development between regions and provinces, as well as between countries. In order to establish the appropriate policies to eliminate these differences, it is necessary to first accurately determine the level of development on a provincial/regional or sub-regional scale and to discuss the causes. The aim of this study was to present a new dataset proposal that takes today's social, economic, and technological changes into account to describe development in order to be able to discuss and compare different regions. With this in mind, a systematic assessment of the 3S (sorting, classification, selection) approach was proposed within the scope of the study for variables used to study development in our country since 1980. Variables that can be used in studies of the level of regional development and the reasons for their use were determined, and a conventional data set was created. The regular comparison of comparable findings will enable an accurate view of the differences and similarities between regions, a realistic sorting and classification, and regional policies that will ultimately reduce differences in the level of development.
