Muhasebe Standartlarına Kur’anî Bakış: Kavramsal ve Karşılaştırmalı Bir İnceleme

Özet

Muhasebe standartları, ekonomik olayların nasıl kaydedileceğini, ölçüleceğini ve raporlanacağını belirleyen teknik düzenlemeler olmakla birlikte, dayandıkları amaçlar bakımından doğruluk, tarafsızlık, güvenilirlik ve hesap verebilirlik gibi daha temel beklentileri de içerir. Bu çalışma, muhasebe standartlarının söz konusu amaçlarını Kur’anî perspektiften değerlendirmeyi ve Kur’an’da ortaya konulan bazı temel ilkelerin standartların geliştirilmesi açısından nasıl bir referans alanı oluşturabileceğini tartışmayı amaçlamaktadır. Çalışma, Diyanet Kur’an Yolu Meali ve Tefsiri ile muhasebe standartları, muhasebe teorisi ve meslek etiği literatürüne dayanan kavramsal ve karşılaştırmalı bir doküman incelemesidir. İncelemenin hareket noktası, Kur’an’da modern muhasebe standartlarının teknik hükümlerini aramak değildir. Bunun yerine; kayıt, adalet, ölçü, emanet, bilgi ve hesap verme gibi ilkelerin ekonomik hayat açısından taşıdığı anlam ile muhasebe standartlarının gerçeğe uygun bilgi üretme, kaynak kullanımını görünür kılma ve mesleki yargıyı sınırlandırma amaçları karşılaştırılmıştır. Bu kapsamda özellikle Bakara 2/282–283’te ekonomik ilişkinin yazılması ve adaletle kaydedilmesi; Nisâ 4/58 ve 4/135’te emanet, liyakat/ehliyet, adalet ve hakkaniyet; Rahmân 55/7–9, İsrâ 17/35 ve Mutaffifîn 83/1–6’da ölçü, denge ve haksızlıktan kaçınma; İsrâ 17/36’da ise bilgiye ilişkin sorumluluk ele alınmıştır. Muhasebe tarafında IFRS Kavramsal Çerçevesi, ölçüm literatürü ve IESBA etik ilkeleri temel karşılaştırma noktalarını oluşturmuştur. Çalışmanın temel sonucu, muhasebe standartlarının gerçeğin kendisi değil, ekonomik gerçekliği belirli amaçlar doğrultusunda mümkün olduğunca doğru biçimde temsil etmeye yönelik insanî ve kurumsal araçlar olduğudur. Kur’an’daki ilgili ilkeler bu araçların yerine geçirilecek teknik hükümler olarak değil; standartların amaçlarını, sınırlarını ve geliştirilme alanlarını değerlendirmeye yardımcı olabilecek daha üst bir normatif referans olarak ele alınabilir. Böylece muhasebe standartlarının yalnızca teknik yeterliliği değil, insanın ekonomik gerçeklik karşısındaki doğruluk, adalet ve sorumluluk arayışı da tartışmaya açılmaktadır.

Although accounting standards are technical rules that determine how economic events are recorded, measured, and reported, their underlying objectives also encompass more fundamental expectations, such as accuracy, neutrality, reliability, and accountability. This study aims to evaluate these objectives of accounting standards from a Qur’anic perspective and to discuss how certain fundamental principles articulated in the Qur’an might serve as a frame of reference for developing these standards. The study is a conceptual and comparative document analysis based on the Turkish Presidency of Religious Affairs’ Kur’an Yolu translation and commentary, together with the literature on accounting standards, accounting theory, and professional ethics. The analysis does not seek to identify the technical provisions of modern accounting standards in the Qur’an. Instead, it compares the significance of principles such as recording, justice, measurement, trust, knowledge, and accountability for economic life with the objectives of accounting standards: producing information that faithfully represents economic reality, making resource use transparent, and placing limits on professional judgment. In this context, particular attention is given to documenting economic transactions and recording them justly in al-Baqarah 2:282–283; trust, merit/competence, justice, and fairness in al-Nisāʾ 4:58 and 4:135; measurement, balance, and the avoidance of injustice in al-Raḥmān 55:7–9, al-Isrāʾ 17:35, and al-Muṭaffifīn 83:1–6; and responsibility regarding knowledge in al-Isrāʾ 17:36. On the accounting side, the IFRS Conceptual Framework, the measurement literature, and the IESBA ethical principles provide the principal points of comparison. The study’s main conclusion is that accounting standards are human and institutional tools intended to represent economic reality as accurately as possible for particular purposes, rather than being reality itself. The relevant Qur’anic principles may be considered a higher-level normative reference that can help evaluate the objectives, limitations, and potential areas for improvement of accounting standards, rather than technical provisions intended to replace these tools. This approach opens up discussion of both the technical adequacy of accounting standards and the human pursuit of accuracy, justice, and responsibility in relation to economic reality.
