This study introduces a fair and practical FAR-Based Land Readjustment (pLR) method, in which each parcel's contribution rate is determined based on the floor-area ratio (FAR) of its respective zoning block. Unlike conventional area-based approaches that apply uniform contribution rates and overlook spatial disparities in development potential, pLR enables a differentiated redistribution of development rights. As a key planning metric, FAR reflects the development intensity permitted in each zoning block and significantly influences land value and usability. The method follows five main steps: (i) identifying FAR values for each zoning block, (ii) calculating block-specific contribution rates using planning standards and service area benchmarks, (iii) allocating cadastral parcels to zoning blocks based on spatial correspondence, (iv) determining parcel-specific allocation areas according to block-level contribution rates, and (v) generating individualized building plots while minimizing joint ownership. The model was implemented in a pilot area to evaluate its operational feasibility and distributive performance. Compared to the area-based approach, pLR produced more equitable outcomes by aligning contribution rates with development rights. Furthermore, the method enhanced clarity in parcel allocation and supported more individualized land ownership structures. By avoiding reliance on marketbased valuation, pLR offers a robust and replicable solution for land readjustment in rapidly urbanizing regions with limited valuation infrastructure. Crucially, the method is most applicable under planning and institutional conditions where clearly defined FAR regulations and standardized per capita service-area requirements are available.
