In the world where seas cover 75%, the most preferred trade route is the sea route, as it has the lowest unit cost and provides the safest way to reach the destination. Over the years, thanks to the development of technology and the increase in population, trade on the sea route has become more necessary. For this reason, the increasing number of ships has gotten out of control over time. Incidents, accidents, and marine pollution that endanger the safety of life at sea have increased greatly due to shipowners ordering ships in an uncontrolled manner with the ambition of making money, low or no insurance premiums, and preferring a flag of convenience for lower standard safety procedures. For these reasons, each flag state was given the right to inspect ships calling at its ports, and then memorandums of understanding were created. The memorandums of understanding bound port authorities to prevent substandard ships from sailing, that is, until adequate standards were restored. In this study, the relationships between the flags of the types of ships, gross tonnage, and ship construction dates of the ships connected by the Paris, Tokyo, and Black Sea Memorandums of Understanding between 2019-2020 and the reasons for the connection were analyzed using the SPSS package program. The moored ships were grouped according to the years they were moored and supported with statistical data.
