Gelir Kavramına Yönelik Farklı Görüşler ve Türk Vergi Sisteminin Gelire Yaklaşımı

Özet

Gelirin tanımı, gelir vergilerinin ilk uygulanmaya başladığı dönemlerden itibaren sürekli gündemde olmuştur. Çeşitli teorisyenler tarafından gayri nakdi kıymetlerin gelir kavramının içine dahil edilip edilemeyeceğine yönelik farklı görüşler ortaya atılmıştır. Bilhassa Kleinwachter imkansızlıkları, Haig-Simons’ın geniş kapsamlı gelir tanımı, Seligman’ın olgunlaşmamış gelir tasavvuru ve 1960’lı yıllarda yaşanan kapsamlı vergi matrahı tartışmaları gelir kavramının gelişiminde önemli rol oynamıştır. Mevcut gelir teorileri ile gelir vergisi sistemleri büyük oranda, felsefi zeminde gerçekleşen bu tartışmalar neticesinde şekillenmiştir. Türkiye’de gelir üzerinden alınan vergilerin tarihi eskiye dayanmakta aşar, ağnam, ancemaatin vergi, temettü ve kazanç vergileri gibi örnekleri bulunmaktadır. Bununla birlikte modern anlamda ilk gelir vergisi 1949 Gelir Vergisi Reformu ile ortaya çıkmıştır. Bu çalışmanın amacı gelir kavramına ilişkin farklı görüşler çerçevesinde, Türk Gelir Vergisi Sistemi’nin gelişimini ve gelire yaklaşım tarzındaki değişimi ortaya koymaktır.

The definition of income has always been on the agenda since the introduction of income taxes. Different opinions have been put forward by financial theorists as to whether non-cash assets such as income in kind, imputed income, self-consumption, and fringe benefits can be included in the concept of income. Especially Kleinwachter’s conundrums, Haig-Simons comprehensive income definition, Seligman’s inchoate income notion and the comprehensive tax base discussions have played an important role in the development of the income concept. Current income theories and income tax systems have been shaped as a result of these discussions on philosophical grounds. The first modern income tax of Turkey was introduced after the 1949 Income Tax Reform. However, before that, âşar (Islamic tithe), ağnam (tax of small livestock), ancemaatin tax (a kind of single tax) and temettü tax (a kind of earning tax) levied in the Ottoman period and the profit taxes in the first period of the Republic constitute the old examples of taxes on income. The aim of this study is to reveal the evolution of the Turkish Income Tax System and the change in its approach to income within the framework of various views on the concept of income.
