Özet

Urban regeneration depends on inclusive mobility that enables equitable participation by vulnerable populations. Yet cities often lack integrated, evidence-based frameworks for prioritizing strategies that address the needs of older adults, people with disabilities, and low-income residents. This study develops a concise decision framework and applies it to Istanbul by integrating Intuitionistic Fuzzy Indifference Threshold-based Attribute Ratio Analysis (IF-ITARA) for criterion weighting with Intuitionistic Fuzzy VlseKriterijumska Optimizacija I Kompromisno Resenje (IF-VIKOR) for strategy ranking. The analysis identifies subsidized public transport and personalized travel training as the most effective options, underscoring the centrality of affordability and user empowerment for regeneration outcomes. Acceptance checks confirm a stable compromise, and sensitivity analysis shows rankings are robust yet responsive to shifts in policy emphasis such as cost, inclusion, and sustainability. The study contributes a clear and transferable approach for selecting inclusive mobility strategies in regeneration contexts and demonstrates the practical value of combining intuitionistic fuzzy weighting and compromise ranking to guide policy and investment decisions.
