Municipalities which are the indispensable elements of democratic life, the level of administrative and financial autonomy of them is a determining fac-tor in meeting local common needs. The administrative, historical, social, economic and cultural characteristics of the countries are effective on the local autonomy and organization of the municipalities. This study aims to compare the local autonomy of Turkey and Kazakhstan municipalities in terms of local authorities' election, procedures of dismissal, powers and du-ties, financial structures, and relations with the central government. In the examination, it was found that mayors in Kazakhstan are appointed by higher authorities and their service period is uncertain, the number of council members differs according to the level of settlement, and the authority to make budget is only granted to the state municipalities; In Turkey, where the mayor elected for a period of 5 years, the number of council members determining according to population in residential areas, and all municipalities have to the authority of budgeting. As a result, the municipalities in Turkey were found to be at a more advanced level in local autonomy.
