Mart 1923 tarihlerinde İzmir’de toplanan Birinci İktisat Kongresi’nde, askerî
zaferlerin ardından Türkiye’nin ekonomik meseleleri tartışıldı, iktisadî
hedefleri belirlendi. Devletin en üst yöneticilerinin öncülüğünde ekonomi
alanında çok önemli kararlar alındı. Lozan Konferansı’nın sekteye uğradığı bir
zamanda gerçekleşen bu kongrede sadece Türkiye’deki iktisadî hayatın
canlandırılması değil aynı zamanda İtilaf Devletleri temsilcilerine de önemli
bir mesaj verilmesi hedeflendi: Ekonomik açıdan da tam bağımsız bir Türkiye.
Türkiye’nin iktisadî
hedeflerinin belirlendiği bu önemli kongre bütün yurtta yakından takip edildi.
Vatanın bu yerlerinden biri de Trabzon’dur. Millî Mücadele yıllarında farklı
fraksiyonların bulunduğu Trabzon'da, kongre sürecine bakışın tespiti oldukça
önemlidir. İzmir İktisat Kongresi süreci Trabzon kamuoyunda en öne çıkan İstikbal gazetesinde takip
edilebilmektedir. İstikbal gazetesi,
kongre öncesindeki, sırasındaki ve sonrasındaki gelişmeleri Trabzon kamuoyuna
taşıdı. Gazetede kongreye dair değerlendirme yazıları da kaleme alındı. Gazete
Trabzon kamuoyuna, kongrenin Türk ekonomisinin geleceğine büyük bir umut
olacağını, bu nedenle büyük bir gayretle desteklenmesi gerekliliği algısını
oluşturmaya yardım etti. Böylece İzmir İktisat Kongresi’nin ve kararlarının
bölgede tanınması ve yayılmasına katkı sağladı.
Bu çalışmada, İstikbal gazetesi vasıtasıyla İzmir
İktisat Kongresi sürecine bakış, yapılan değerlendirmeler, Trabzon kamuoyunun
yönlendirilme çabaları ortaya konacaktır.
After the
military victories, the economic issues of Turkey were discussed and its
economic aims were determined at the First Economics Congress, which was held
in İzmir between 17 February 1923 and 4 March 1923. Very important decisions
were taken in the field of economy under the leadership of the highest
administrators of the state. In this Congress, which took place at a time when
the Lausanne Conference was interrupted, it was aimed not only to revive the
economic life in Turkey, but also to give an important message to the
representatives of the Entente States: Economically, it is a fully independent
Turkey.
This important
Congress, in which Turkey's economic aims were determined, was followed closely
throughout the country. One of these places of the country is Trabzon. It is
very important to determine the perspective of the congress process in Trabzon,
where there were different factions during the years of the National Struggle.
The process of the Izmir Economics Congress can be followed in the Istikbal newspaper, which is the most
prominent among the Trabzon public opinion. Istikbal
newspaper carried the developments before, during and after the congress to the
Trabzon public. Evaluation articles about the congress were also written in the
newspaper. The newspaper helped create the perception of the Trabzon public
that the congress would be a great hope for the future of the Turkish economy,
and therefore it should be supported with great effort. Thus, it contributed to
the recognition and dissemination of the Izmir Economic Congress and its
decisions in the region.
The view of the
Izmir Economy Congress process, the evaluations, and the efforts of the Trabzon
public opinion will be revealed through the Istikbal
newspaper in this study.
