Urban
conservation areas are among the most important implementation decisions for
urban conservation. Despite the physical or social researches in the urban
conservation areas, no study has been found that examines the historical changes
in the conservation area boundaries. In this context, the aim of this section
is to examine the historical change of the urban conservation areas located in
the city center of Trabzon-Ortahisar through the legal documents. The
examination was carried out on the documents containing the decisions of the
conservation councils in the archive of the Trabzon Regional Council Directorate for
Conservation of Cultural Properties. As a result
of the researches, it has been determined that the boundaries of the urban conservation
area have changed many times over time and %54 of the conservated areas have
been taken out of the conservation area compared to the first announced area.
Another important finding of the research is that in a period when the holistic
planning approach is adopted, fragmentary conservation practices such as
conservation zones continue to be used frequently.
