Enhancement and standardization of quality in Higher Education Institutions (HEI) locate on the agenda of universities of the world. Number of researches increase on the quality framework and required methodology day by day. There is a general understanding about quality enhancement is very important issue for get ahead in the competition between universities of the world. Total Quality Management (TQM) seems the most important understanding in the quality works. Lots of universities have focused on quality enhancement works and have established institutions about TQM in the world. EU countries have been concentrated on quality enhancement under the umbrella of “European Association for Quality Assurance in Higher Education”. EU countries in serious works on quality and standardization in higher education with the meeting in Sorbonne (1998), Bologna (1999), Prag (2001), Berlin (2003), Bergen (2005), London (2007). Many countries such as USA, Russia, Japan and India keep working on institutionalization of Total Quality Management in HEI. Implementation works of Total Quality Management in higher education institutions continue in Turkey also. Higher Education Council of Turkey reserved a place to quality issue and pointed out the importance of quality in the Higher Education Strategy Document (2007). By the following that there is a general agreement on quality enhancement and there is an uncertainty what would be a methodology. This study aims to suggest a model which explains how to implement Total Quality Management in HEI. In this study was chosen qualitative research as a methodology. Documents examined in Russian, English and Turkish languages. Some needs were obtained as a result. In quality works should be placed students, industry members, graduated students, society members as well. After these results, a TQM model was developed.
