Abstract

In our country e-government applications are conducted quickly within the context of the e-Turkey Project. The continuation of e-government applications with almost all public institutions and organizations means completion of the e-Turkey Project. Some institutions offer service to third parties through e-government. General Directorate of Foundations (VGM) is one of the institutions which perform through the e-government application founded his own both institutional business and his relation with third parties. While our country is in the process of harmonization EU conducts to the e-government applications, related studies should be carried out considering INSPIRE which has not define data standards and the EU has put into force. In our country the question is how to be a national geographic database design considering INSPIRE standards with the work carried out under the name TUCBS has been scrutinized. So, TUCBS_Foundation Data Model will be investigated with this study. In addition, data sets designed to work will be indicated which classes are provided over the other stakeholders of the e-government. As part of study; e-government applications which are performed by GDF are known be in working order with LRCIS and MERNIS for now. The most important result of the study is which will be possible to integrate with each the immovable and the foundation in case these are put into practice with e-government applications there are many data sets on the basis of immovable and foundation, these data sets are managed by other institutions, when available conventional systems are modeled as object-based. Thus, within the scope of proposed model, integration studies need to be done with e-government applications.
