COMPARATIVE AND SPATIAL SUSTAINABILITY ANALYSIS OF AGRICULTURAL PRODUCTION LAND IN ENVIRONMENTAL PLANS

Özet
Introduction and Purpose: A prerequisite for sustainable living is the sustainability of the means of food production. Among the means of food production, land is the most critical because it is a scarce resource. Policies regarding the protection of food production land are determined by spatial planning activities. The aim of the study is to analyze spatial planning decisions, specifically regarding agricultural land, with reference to sustainability criteria.
Materials and Methods: A total of twenty Environmental Plans covering the boundaries of 62 out of 81 provinces in Türkiye are the data source of this study. These long term plans were approved by the Ministry of Environment, Urbanization and Climate Change starting from the year 2007 and are currently in force by the year 2026. The two-fold analysis technique covers 1) spatial land use analysis and 2) comparison of planning codes, rules and standards defined in planning reports.
Results: Spatial land use analysis show that agricultural land protection and improvement policies are to a great extent transferred to lower scale plans or institutonal routines rather than generating effective land use policies. Comparison of planning codes show that although each and every plan is approved by the same public body they represent significant differences in terms of development policies and land management procedures.
Discussion and Conclusion: Agricultural land should be protected and improved for the future generations with comprehensive and effective policies. Spatial plans are among the most important tools to this task. However, existing upper scale environmental plans have some shortcomings in terms of land use decisions and protection procedures. To protect and improve the land on which food is produced, upper scale spatial plans need to be comprehensively revised and made more effective.
