Measuring Fiscal Performance of Turkey: An Index Approach

Measurement and evaluation of fiscal performance is important in terms of determining the fiscal policy to be applied. The aim of this study is to evaluate the fiscal performance of Turkish economy for the period of 2002-2017 with the help of an index. For this purpose, a fiscal performance index consisting of fice sub-indices comprised of deficit index, income index, quality index, debt index and debt sustainability ten variables is calculated. The fiscal performance index is made up of five major sub-indices which are deficit index, revenue index, expenditure quality index, debt index and debt sustainability index. According to the index scores, in terms of fiscal performance, the worst year of Turkish economy was 2002 while the best was 2011. Furthermore, it can be said that fiscal performance has decreased in Turkey since 2013.
