Filistin-İsrail sorunu, Birleşmiş Milletler’de (BM), 1947’den beri, neredeyse kuruluşundan günümüze kadar hem Genel Kurulu’nun hem de Güvenlik Konseyi’nin gündeminin en üst sıralarında yer almıştır. Uluslararası barış ve güvenliğin sağlanmasına ilişkin birincil sorumluluğu olan Güvenlik Konseyi’nin, Filistinİsrail sorununa dahil olması küresel barış ve güvenliğin tesis edilmesi açısından merkezi konumunun bir yansıması niteliğinde olmuştur. Filistin-İsrail sorunu özelinde, 1946-2022 yılları arasında BM Güvenlik Konseyi’nde altmış iki (62) karar kabul edilmiştir. Bu çalışma kapsamında içerik analizi yöntemiyle BM Güvenlik Konseyi kararları analiz edilmiş ve barışa engel teşkil eden sorunlar; 1) Filistinli mülteciler, 2) Yerleşimciler, 3) Kudüs ve 4) Toprak bütünlüğü olmak üzere dört temel başlık altında sentezlenmiştir. Çalışmada Birleşmiş Milletler’in, çatışma çözümündeki rolüne atıfta bulunarak, Filistin-İsrail sorunu üzerindeki etkisine odaklanılmış ve BM’nin, Filistin-İsrail barış sürecinde hala bir etkisinin olup olmadığı ortaya konulmuştur. Bu yönüyle çalışma, güncel uluslararası çatışma tartışmalarına da farklı bir bakış açısı kazandıracağı için önem taşımaktadır.
The Israeli-Palestine conflict has been at the top of the agenda of both United Nation General Assembly and the United Nations Security Council since 1947, almost since the UN establishment. The inclusion of the United Nations Security Council, which has the primary responsibility for ensuring international peace and security, in the Israeli-Palestine conflict has been a reflection of its central position in establishing global peace and security. Regarding the Israeli-Palestine conflict, sixty-two (62) resolutions were adopted at the UN Security Council between 1946 and 2022. Within the scope of this study, UN Security Council resolutions were analyzed by document analysis method and the problems that constitute an obstacle to peace; It was synthesized under 4 main headings: 1) Palestinian refugees, 2) Settlers, 3) Jerusalem and 4) territorial integrity. The study focuses on the impact of the United Nations on the Israeli-Palestine conflict by referring to its role in conflict resolution, and reveals whether the United Nations still has an impact on the Palestinian-Israeli peace process. On this subject, the study is considerable since it will bring a different perspective to current international conflict discussions.
