Siyasal ahlâk/etik konusu tarih boyunca farklı açılardan ele alınmış, sosyal bilimlerin çeşitli alanlarında çalışma konusu olmuştur. Bu çalışmada ise siyasal ahlâk/etik ile ilgili çalışmaların uluslararası literatürdeki gelişim seyrinin ve güncel mevcut durumunun ortaya koyulması amaçlanmıştır. Bu amaç doğrultusunda bibliyometrik analiz yöntemi tercih edilerek, 18.02.2023 tarihinde Web of Science Core Collection veri tabanında “political morality” ve “political ethics” kavramlarına ilişkin taramalar gerçekleştirilmiştir. Tarama sonucunda “political morality” kavramı ile 304, “political ethics” kavramı ile 477 çalışmaya ulaşılmıştır. Söz konusu çalışmalardan elde edilen veriler incelendiğinde; tüm alanlar içerisinde siyasal ahlâk kavramı ile ilgili 86 ve siyasal etik kavramı ile ilgili 113 çalışmayla, ilk sırada siyaset biliminin yer aldığı tespit edilmiştir. Çalışma türleri kapsamında en çok makale türünde çalışmaların yayımlandığı görülmüştür. Her iki kavram açısından da ülkeler bağlamında en fazla çalışmanın %30’luk oran ile ABD tarafından gerçekleştirildiği sonucuna ulaşılmıştır. Anahtar kelime analizi sonucunda ise 1259 anahtar kelime arasından en az 5 kere tekrar eden 23 kavram arasından ilişkiselliği en yüksek 21 kavram bulunmuştur. Bu alandaki güncel çalışma konularının ise “siyasal ahlâk”, “liberalizm” ve “hak” anahtar kelimeleriyle ilişkili olduğu sonucuna ulaşılmıştır. Genel görünümde siyasal ahlâka/etiğe ilişkin yapılan çalışmaların niceliksel olarak artırılması ve bilimsel çalışmalarda bu konu üzerinde daha fazla durulması gerektiği ifade edilebilir.
Political morality/ethics has been a subject of study in various fields. The aim of this study was to present the development and current state of research on political morality/ethics in the international literature. To achieve this goal, a bibliometric analysis method was preferred, and searches related to the concepts of "political morality" and "political ethics" were conducted in the Web of Science Core Collection database on February 18, 2023. The search yielded 304 studies related to the concept of "political morality" and 477 studies related to the concept of "political ethics". When examining the data obtained from these studies, it was determined that political science ranked first with 86 studies related to the concept of political morality and 113 studies related to the concept of political ethics among all fields. It was observed that the majority of studies were published as articles in terms of study types. In terms of countries, it was concluded that the highest number of studies, accounting for 30%, were conducted by the United States for both concepts. As a result of keyword analysis, among 1259 keywords, 21 keywords with the highest correlation were identified from the 23 concepts that were repeated at least 5 times. It was found that the current research topics in this field were associated with the keywords "political morality," "liberalism," and "rights." In general, it can be stated that there is a need to increase the quantity of studies on political morality/ethics and to give more attention to this subject in scientific research.
