Özet

The tourism sector, one of the industries most severely affected by the COVID-19 pandemic, also significantly impacted Turkey’s Eastern Black Sea region, known as the TR90 region, which hosts several important touristic resources. This study aims to evaluate the current and future tourism activities of the TR90 provinces by providing a comprehensive tourism map and promoting tourism diversity to enhance income generation. To achieve this, a two-stage research methodology is proposed to support sustainable tourism marketing strategies. First, the interval-valued intuitionistic fuzzy measurement alternatives and ranking according to the compromise solution (IVIF-MARCOS) method is employed for the first time in the context of tourism management to evaluate provincial performances across different tourism types for both current and future conditions. Furthermore, the robustness and validity of the IVIF-MARCOS method are assessed through comparisons with the IVIF-TOPSIS and IVIF-SAW methods under varying criteria weight scenarios. Second, a goal programming model is developed to guide provinces in strategically focusing on one or more tourism types based on their strengths. Finally, based on the evaluations, tourism priorities are assigned to provinces for operational/tactical and strategic planning periods. Managerial insights are discussed by emphasizing key findings.
