Özet

This paper presents a novel approach to prioritize cross-border railway transportation development alternatives using an interval-valued intuitionistic fuzzy group decision model. This model combines Step-Wise Weight Assessment Ratio Analysis (SWARA) and VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) within an interval-valued intuitionistic fuzzy (IVIF) framework. The study considers nine alternatives and identifies seven barriers in the initial stage to rank these alternatives. The IVIF-SWARA method is then used to determine barrier weights, followed by the IVIF-VIKOR method to rank the alternatives. The key barriers identified include inefficient funding mechanisms, regulatory gaps, and unfavorable concessioning arrangements. Proposed strategies include conducting a legal review and establishing supranational institutions. Furthermore, the study conducts a thorough sensitivity analysis to assess the reliability of the model. This proposed model can provide valuable guidance to East African Community member states and policymakers looking to improve cross-border railway transportation.
