Büyükşehir İlçelerindeki Belediye Meclis Üyelerinin Profili Üzerine Bir Araştırma: Trabzon Örneği

Özet

Municipal councilors play a key role both in terms of being the closest representatives to the people within the framework of local democracy and conveying their demands and complaints to the political system. Their position is effective in finding many studies on the profile of municipal councilors in the literature but these studies generally focus on the councilors in metropolitan or central sub-province municipalities. However, local democracy emphasizes the effectiveness of the units closest to the public (sub-province or town municipal councils). Therefore, the aim of the research, unlike other studies in the literature, is to reveal the profile of subprovincial municipal councilors in metropolitan city and to compare it with the profiles of the councilor who are in the national council and the metropolitan municipality council in terms of representation. In this context, councilors of eighteen metropolitan sub-provincial municipal councils in the province of Trabzon were interviewed (272 people) and in the light of the distribution rates or arithmetic averages of the data obtained (gender, age, place of birth, education, occupation, knowledge of foreign language, experience of mukhtar or mayor and number of period of councilor), the councilor profile of the metropolitan sub-provincial municipalities in Trabzon province were determined. The findings suggest that the profile of municipal councilors in the sub-provinces is closer to the people represented, as opposed to national parliamentarians and metropolitan municipal councilors.
